I Opening
A. The meeting was called to order by President Barb Franco at 8:45 a.m.

B. Minutes of October 13, 2004 accepted as submitted.
II Recommended Action (Voting Items)
Track Schedule 2005
Wood motioned to accept Track schedule Option A for the 2005 season. Second by Vacaville. Vote unanimous.
III New Business
A. By-law 0.12 Ð addressing administrator attendance at all basketball games
1. Discussion on background of rule
2. Question is whether there is a need for an administrator to travel to away girls games.
Armijo motioned to move this issue to an emergency item. Second by Davis. Vote unanimous.
Davis motioned to have by-law 0.12 to read: ÒThe League requires an administrator or his/her designee at all football games and boys basketball games. An administrator or designee must be at all home girls basketball games and only at away games as determined by the schools involved.Ó
Second by Armijo. Vote unanimous.
B. Schedules 2005 Ð 06
1. VeteranÕs Day, November 11, 2005, falls on a Friday, which will be a 3-day weekend. Wood motioned to move all League contests scheduled on November 11, 2005 to November 10, 2005. Second by Vacaville. Vote unanimous.
2. Fall Sports -- Schedules presented and reviewed for Football, B/G Golf, B-Soccer, G-Tennis, Volleyball, Water Polo. These are voting items for April 20, 2005.
3. Winter, Spring and Cross Country schedules to be an emergency item at April 20th Board of Managers meeting.
IV Dale
Lackey
Each school may nominate one female and one male athlete that meets the Section
requirements. Completed nomination
applications are due no later than March
1, 2005 to Barb Franco. The Standing Committee will convene to
select the MEL representatives.
The MEL selection is due at the Section office no later than March 11, 2005.
V Re-alignment
Michael Cawley, Fred Jones and Joan Mumaugh attended the January 5, 2005
re-alignment meeting. Each gave a
brief statement regarding their interpretation of significant items from that
meeting.
A. League Make-up
1. As a League we reviewed the proposed leagues and possible changes that might occur.
2. MEL make-up is proposed with Fairfield replacing Davis.
B. Play-off Rotation Proposal.
1. The proposal is for football, baseball, softball and soccer.
2. The MEL disagrees that the 6-team MEL should only get 2 play-off spots while each of the 7-team Delta Leagues get 3 play-off spots. The rotation plan should still be used even though there is a difference in the number of teams in the Leagues.
3. Barb Franco will attend and speak at the January 26th re-alignment meeting explaining the MEL concerns regarding the football rotation.
C. Football Proposal.
1. Mandatory scheduling with assigned League in games 4 and 5.
2. Solves same scheduling problems that have surface throughout the Section.
3. Still needing clarification: ÒHow do you decide who plays who during those weeks in the paired leagues?Ó
VI Section Back-Up
A. Officials Fees -- Question: Is the $500 late fee a typo?
1. Often the schools are not directly responsible for issuing checks. The check request may have to go through District and County offices to be issued.
2. Joan will contact Section to find out if the fee as listed is an error.
3. If the $500 late fee is not amended, the MEL will vote against the proposal.
B. Season of Sport
1. Cuts down on overlap of sport seasons, allowing athletes either a break or not being so far behind in the next sport.
2. A concern is, will moving the start date create more opportunity to circumvent the rules?
3. The reduced preparation days may be detrimental for the athletes.
C. State Football
State CIF is saying some schools are traveling outside the state for football play. Should not the CIF capture those dollars generated by a state play-off?
VII Other
A. League Swimming.
1. Patrick informed the Board that MEL may not be able to use the UCD facilities for the League swimming and diving tournaments.
2. Vintage may be able to host the swimming at Napa College. Wood would be asked to host the diving at Vacaville High.
3. Patrick will continue to work on getting a site confirmed for each event.
B. MEL Model Coach
The MEL nominees to the Section were Mike Singer from Armijo and Gail McNally
from Vacaville. Although neither
of the nominees were selected by the Section, they were excellent
representatives of MEL.
C. Next meeting -- Wednesday April 20, 2005 at Armijo High School Library. Vintage will provide refreshments.
